SOLVE was charged with developing a long-term Master Plan that presents alternative scenarios for future structural developments flexibly.
The national standardization outpatient documentation was implementated nationwide by January 1st, 2014. SOLVE Consulting participated in the preperation on behalf of the Ministry of Health.
The hospital barometer contains the results of a representative survey of German hospitals on current health and hospital policy topics, which is conducted annually. In 2017, 234 general hospitals from 100 beds participated in the survey.
In addition to the consideration of the economic situation, outpatient emergency care in hospitals, treatment of non SHI-accredited doctors and the structure of head physicians contracts has also been discussed. The topic also includes foreign nursing staff and care of patients with migrant background. As a final chapter information technology in hospital is covered.
Evaluation and update of the Masterplan (Program 2020) in 4 steps. The result is a preconcerted room and functional schedule as well as a forcast of investment costs and consequential costs which are the basis for further planning.
Higher salaries increase staff costs. Prudent reorganization helps to save costs.
Since June 2016, there is the New DIN 13080, which together with its supplements 3 and 4 is an essential basis for planning health care buildings in the German-speaking countries. The standard that has existed for 30 years has only been updated slightly. However, due to the significant changes in health care in the recent past and the resulting impact on the planning of hospitals, a comprehensive revision was necessary.
To release the pressure on hospitals the primary health care sector should be strengthened. Primary health care is a comprehensive and low-threshold integrated care by general practitioners and multi-professional teams. Benefits are the accessibility within short distance, extended opening hours without restricted operation in holiday seasons and beneficial cooperation of health professionals. In May 2016 the first primary health care centre was opened in Vienna. Experiences so far are positive and further rollout of the model will be accepted. Within the financial equalization scheme 200 Mio. Euro will be dedicated to the expansion.
In the Austrian DRG system substantial changes have been initiated for 2017. The focus is given on updated relations of point values from the project “post calculation” including methodically adjustments for accounting. For the outpatient sector a similar case group weighted model has been developed, which will be implemented step by step from 2017 to 2019.
